Integration into Europe's rail network by separating infrastructure and operators

Ukraine and Moldova have endeavoured to separate the roles of infrastructure manager and railway company in order to be integrated into the European rail network. Moldova could complete this step by the end of 2024. In both countries, individual companies currently fulfil the roles of both infrastructure manager and railway undertaking, which is contrary to the European railway model and could distort fair competition. However, the implementation of this separation is only one step towards integration into the European rail network. For Moldova, the main problems remain electrification and the size of the rail network. The entire Moldovan rail network is not electrified and is much smaller than the Ukrainian one. The current plan to extend the TEN-T network to Moldova envisages only one line crossing the country from Ungheni via Chisinau to the Ukrainian port of Odessa.
