KPMG report defines challenges in rail sector

The auditor KPMG has examined the Norwegian railway sector in terms of organisational and management challenges on behalf of the Ministry of Transport and Communications (Samferdselsdepartementet). KPMG examined the division of labour between the ministry, the Norwegian Rail Administration (Jernbanedirektoratet) and the Norwegian infrastructure manager Bane NOR, the contractual framework between the ministry, Bane NOR, and other stakeholders, and the division of responsibility for passenger train maintenance between state-owned rail vehicle company Norske Tog and the operators. KPMG also examined how the government's decision to refrain from competitive tendering affects the interaction between the actors. Findings of the report include insufficient coordination in the management lines and an unclear division of responsibilities. In addition, KPMG found deficits in defining a common strategy among all actors. The ministry is planning structural improvement measures for the railway sector.
