Ukraine will receive support from Korea in the reconstruction of war-damaged railway infrastructure, the Korean Ministry of Land, Infrastructure and Transport (Molit) announced on 20th November 2023. A delegation from Molit, the Korean state railway Korail, and the Korean infrastructure manager Korean National Railway (KNR) signed a Memorandum of Understanding (MoU) with the Ukrainian state railway UZ during a three-day visit to Ukraine to help with seven reconstruction projects. The projects include a new cross-border high-speed rail (HSR) line to Poland, the expansion of the existing Odesa – Izmail – Reni line in the south-west and the construction of a new control centre. Financial details of the plans were not disclosed. The overall damage to the Ukrainian railway network following the Russian invasion cannot be fully assessed at present. The UZ budget for 2024 includes UAH 38 billion (€959 million) for the repair of war damage to railway lines and the development of new connections with neighbouring countries in the European Union.
