The Dutch government plans to stop all new construction projects in the transport sector and in housing. Instead, more renovations are to be carried out. The government has attributed the decision to a lack of personnel and rising prices, but also to nitrogen emissions, which exceed the limits in the Netherlands. Large amounts of nitrogen are emitted during new construction. The €7.5 billion investment programme for infrastructure presented in November 2022 is to be redirected, with over 50% benefiting rail and public transport.
