Council of Ministers approves amendment to KPK 2030 rail programme

On 14th November 2023, the Polish Council of Ministers adopted an amendment to the KPK 2030 National Railway Programme, which will remain in force until 2032. This amendment changes the financing of inter-regional and international passenger rail transport. The update of the programme includes the transfer of around €296 million (PLN 1.3 billion) from the state budget to the government programme by 2028 to support the tasks of railway infrastructure managers, including maintenance and renovation. As part of this, infrastructure manager PKP PLK is to be recapitalised in 2024 with treasury bonds worth €296 million, which will be allocated for investments by the company under KPK 2030. In addition, the strategy update takes into account the results of the second CEF2 transport competition in the period 2021-2027, in which the EU funding pool was increased by over €684 million. As part of the KPK 2030, 1,400 km of railway lines are to be electrified. The government has also decided to increase funding for inter-regional and international passenger rail transport for the period 2024-2030.
