On 16th August 2024, Finnish state railway VR presented plans to sell infrastructure assets to promote competition in rail transport. According to the plans, the sale of station properties, depots, and the remaining railway infrastructure held by the company will help to create a competitively neutral environment. The opening of the passenger rail transport market and the establishment of an outsourced vehicle pool by the government is supposed to facilitate market entry. VR's exclusive right to operate the passenger rail transport services ended at the end of 2020, since when other providers have been able to enter the market. In 2022, the government directly awarded VR a contract to operate loss-making transport services until the end of 2031. Future operating services are to be put out to tender.
