Polish infrastructure operator PKP PLK is preparing for the construction of the Zachodnia Kolejowa Obwodnica Szczecina (ZKOS), a new railway line from Szczecin via Dobra to Police, with a possible extension to line 401 towards Goleniów. Primarily intended for rail freight transport, this connection will serve the expansion of the Police port, the chemical plants, and the Szczecin-Swinoujscie port complex, relieving the currently congested and topographically challenging line 406. PKP PLK is developing internal line corridors and has devised nine variants, some along the new S6 highway, some west of it, and some utilising the former corridor of the disused line 429. All variants connect the Police Chemia interchange and the new Police port. A long-term option, including a tunnel under the Oder River towards Goleniów, is also being considered. The plan envisions a single-track, electrified rail freight transport line with speeds of up to 120 km/h and low-noise measures. PKP PLK estimates the construction period to be roughly 2032-2035, depending on the feasibility study, project documentation, and secured financing, including external funding. Passenger services, particularly a return of rail transport services to the rapidly growing municipality of Dobra, remains an option and requires separate agreements with the responsible transport authority. The region, cities, ports, and the Azoty Group support the project; however, the municipality of Dobra opposes a routing through its territory.
