The planned high-speed rail (HSR) project between Paris and the Normandy region, which envisaged a 250 km/h TGV link between Paris, Rouen, Le Havre, Caen and Cherbourg, has been abandoned following environmental concerns raised by the Ile-de-France regional government and the public. The project, which involved the construction of around 280 km of HSR line, was removed from the Ile-de-France railway master plan approved by the French Council of State on 12th June 2025. Despite initial support since the 1990s and renewed prioritisation in 2013, the project faced strong opposition, particularly due to its impact on the environment and residents. However, parts of the project, such as the extension of the line between Paris Saint Lazare and Mantes-la-Jolie and the construction of a new station in Rouen, will continue. Public representatives in Normandy expressed disappointment at the decision and called for a review of the project. A steering committee is to meet in early July 2025 to evaluate the project.
