ORR simplifies rules for third-party funding in infrastructure

The UK's Office of Rail & Road (ORR) has published a revised guidance to facilitate third-party investment in the railway infrastructure. The Investment Pathway supports investors in dealing with regulatory requirements and clarifies opportunities and obligations in the infrastructure sector. Supplementary notes specify investment opportunities for various types of infrastructure. The guidance is based on an ongoing review of the Rail Network Investment Framework by the Department for Business, Energy and Industrial Strategy. The focus is on adjustments to the Industry Risk Fee and Network Rail Fee Fund regulations, which define standards for risk sharing and liability in third-party funding. The plan is to revise the contribution rates based on current risk data.
