The Congolese government has formalised its support for the Kinshasa Integrated Tramway Project and launched the swift structuring of the contract for the light rail transit (LRT) project as a public-private partnership (PPP). According to the Congolese Agency for Major Construction (ACGT), the Ministry of Infrastructure and Public Works submitted the original draft of the framework agreement on 14th February 2026, which was signed and sealed by the ministry on 8th October 2025. This confirmed the government's political will to enter the operational phase and rapidly advance the PPP development. The project timeline targets the start of operations of the first line by 27th November 2027. The ministry required a realistically consolidated and legally sound programme that aligns studies, financing structure, and the signing of the PPP contract with this deadline. The project includes the construction of seven LRT lines, the use of prefabricated hybrid lines under an exclusive technology license, as well as measures for permanent flood control, the integration of sustainable energy solutions and the modernization of urban corridors and technical networks.
