The European Commission (EC) has presented a package of measures aimed at creating a military Schengen area by 2027 for the rapid and coordinated transport of troops and military equipment within the EU. To this end, a new regulation is being proposed that, for the first time, provides for uniform EU rules on military mobility, including a maximum processing time of three days for cross-border transport and simplified customs formalities. The emergency infrastructure will be supported by the EMERS system for prioritised access and fast-track procedures. With a budget of EUR 17.65 billion in the CEF programme 2028-2034, key sections are to be upgraded for dual use (military and civilian), and 500 bottlenecks are to be eliminated. A solidarity pool and a digital information system for military transport are planned. A new Military Mobility Transport Group and national coordinators will manage implementation, with cybersecurity and resilience measures for critical infrastructure forming part of the package.
