On 5th November 2025, the UK government introduced the Railways Bill to Parliament, which provides for the establishment of Great British Railways (GBR). GBR was established as a state-owned company to pool responsibility for infrastructure and regional passenger rail transport services and create a single point of contact. The aim of the law was to simplify structures and to control timetables, sales and infrastructure management in a uniform manner. Based in Derby, GBR took over responsibility for the entire network, including lines, low-fare sales, revenues and costs. A central website and app for ticket sales were planned to replace the previous operator portals. Passenger representation was strengthened with rights of investigation in the event of quality problems, and regional governments were given more say. The law formed the basis for a sustainable reform of the UK railway industry.
