The Calgary City Council has approved a revised project scope, capital funding requirement and delivery model for the first phase of the Green Line light rail transit (LRT) project. Due to rising costs, the first phase of the Green Line will only extend to Lynnwood and the total cost of the project will increase to €4.1 billion (US$4.5 billion). The changes were made due to cost increases and potential future increases. Construction of the remaining portion of Phase 1 from Lynwood to Shepard and future extensions to the north or south will continue as additional funding becomes available. Despite extensive efforts to reduce costs during the development phase, the City of Calgary had to increase its financial contribution to Phase 1 due to the lack of additional funding from the Province of Alberta and the Government of Canada. It will now provide €466 million (CA$705 million) towards the revised total project cost of €4.13 billion, up from the €3.7 billion budget approved in 2020. The City of Calgary will now seek to obtain approval of revised funding agreements from the provincial and federal governments before signing project agreements and starting main construction later in 2024.
