The French development bank AFD and the EU have pledged a financial package of EUR 203 million for the PMS programme to modernise the 648 km Transgabonais Railway line from Libreville to Franceville. On 24th November 2025, they signed an AFD loan of EUR 173 million and an EU grant of EUR 30 million in Libreville in the presence of Presidents Macron and Oligui Nguema. The core objectives are line renovation, upgrading of engineering structures and increasing capacity to up to 16 lines per day, eight trains in each direction, supplemented by passenger transport development, station modernisation and support for the state and operator Setrag with a 30-year concession.
