Copenhagen-based think tank 21st Europe has presented a plan for the world's largest high-speed rail (HSR) network. By 2040, it will connect 39 cities in 22 European countries. It will function like a metro network, enabling fast, frequent and affordable travel that can compete with air travel. However, implementation faces challenges in terms of financing, cross-border coordination and environmental sustainability.
